A terrible ice storm hits the Capital Region.
Electricity is lost everywhere. It's worse than the citizens imagine; the electric company calls all its customers with an automated voice message clarifying the severity of the situation and that power restoration may take "several days," but ensures that all that can be done is being done.

Typical citizen of Troy, Justin is grateful that his humble apartment complex has not experienced any power loss the night of the ice storm. He wakes up the next morning, brushes his teeth, takes a hot shower, puts food in his cats' food bowls, and leaves for work.
Even his workplace is without power, and after making a phone call to the District Manager, Justin leaves work early for the day.
He is surprised to see that upon his return to humble apartment complex, power is gone.
Why would he lose power after the ice storm came and went?
No matter. Justin heads to his friend's place for temporary refuge, more or less unaffected by the minor inconvenience.
He is pleased to see that power is restored later that same night. Again, he sleeps, wakes up and does his daily morning routines, then he's off to church.

He returns home from church to see that power is once again lost. But something is different; apartment buildings within the very same complex seem to have power while others do not. Where one building has normal electricity, the building next to it, no more than 15 feet away, does not.
Justin readies his belongings, including work clothes for the following day. As he leaves for his friend's place, he calls his apartment complex office. Maintenance asks for the situation in detail, and is surprised by the news as much as Justin.

This scenario screams government conspiracy. I know damn well that maintenance was playing dumb, innocently acting surprised as I explained the situation.
That's right, I am Justin. And my spider sense is tingling like crazy sauce. I know full well where this story will escalate to: zombies. The government will unleash zombies on humanity and I refuse to take part in their little social experiment.

If only I ran for mayor...
